It's purpose is clear every time it advocates a road toll with a proviso that it must be accompanied by a better better public transport alternative. The only way the council wants us to avoid a road charge is by paying to ride on its public transport. It is simply not true that public transport is the only alternative to traffic congestion. That would avoid the problem of drivers desperately trying to get out of the lane if the price went up.
