SEOUL—John Bolton’s appointment as U.S. national security adviser adds an unpredictable variable to efforts to organize a U.S.-North Korea summit. After President Donald Trump agreed this month to meet North Korean leader Kim Jong Un, Mr. Bolton, in a television interview, dismissed Pyongyang’s offer of talks as a mere ploy to buy time as it develops nuclear arms.
