When Jersey City Mayor Steven Fulop took office in 2013, he set his sights on lowering crime through improvements in technology and added manpower. He had inherited a tiny police force and outdated and broken crime-fighting tools, with just 50 functioning police video cameras that were low in resolution, poorly placed and slow to send useful imagery.
