Footage seen by Guardian Australia and SBS The Feed shows the treatment in custody of a 13-year-old First Nations girl with severe intellectual disabilities, including foetal alcohol spectrum disorder and attention deficit hyperactivity disorder. Footage from inside the Cairns watch house in August 2023 shows the girl being led into an isolation cell with no toilet, mattress or running water, after she had been found throwing toilet paper at a CCTV camera in another part of the facility. 'You were disobeying the rules, missy,' one officer says to her. Inside the cell, the girl becomes panicked, screaming: 'It's too cold in here.'
