Italian Prime Minister Giorgia Meloni announced an intention to present a plan for Africa in October. As Meloni put it during a two-day visit to Ethiopia’s capital, Addis Ababa, Italy is “working on a series of initiatives regarding Africa, and the next Italy-Africa intergovernmental summit, which takes place every two years, will be the occasion to present our Mattei plan”. The so-called “Mattei plan” is named after the founder of Italian energy group Eni Enrico Mattei. It aims to turn Italy into a major energy hub, distributing gas from North Africa and the Mediterranean to the rest of Europe.
