UNITED NATIONS—Iran Foreign Minister Javad Zarif announced his resignation on Monday, further dealing a blow to chances for keeping alive the 2015 Iran nuclear agreement and throwing into question Tehran’s relations with other countries, including officials from the European Union. Mr. Zarif announced his decision in a post on his Instagram page, offering apologies to the Iranian people.
