On Tuesday, Indian officials suggested that it might be premature to conclude that New Delhi would again necessarily respond with a surgical strike. Whatever the nature and timing of the response, officials from both countries conceded that the risk of further deterioration in ties following Monday's incident was high. Following heightened tensions after the Uri terror attack and the surgical strikes, India and Pakistan had tried to use humanitarian gestures to try and control the decline in ties.
