MANILA, Philippines — A bill renaming an Ilocos Norte state university after the late dictator Ferdinand Marcos in recognition of his “undying legacy” has been endorsed for plenary approval at the House of Representatives. On Dec. 4, the House higher and technical education committee formally recommended the passage of House Bill No. 4415, authored by Ilocos Norte Rep. Angelo Marcos Barba, renaming the Mariano Marcos State University (MMSU) in Batac as “Ferdinand E.
