"The Libyan authorities must urgently comply with this arrest warrant and hand Warfalli over to the ICC to face his accusers in a fair trial," she said. Warfalli, who was born in 1978, is a senior commander in the Special Forces Brigade, or Al Saiqa, which defected from the Libyan military after the 2011 uprising against Gaddafi.
