How coronavirus has hit complex electoral system

Counting is under way in the Seanad election to fill 43 seats on five vocational panels and six seats on the two university panels seats. Like the Dáil, the Seanad is elected by PR-STV where electors rank candidates in order of preference. As restrictions have taken hold the 118 candidates for the vocational panels have had to resort to lobbying political colleagues over the phone. Each of the vocational panels has to have a minimum number of 'inside' and 'outside' senators. Some candidates may reach the quota but not be elected as not enough candidates have been elected on the other side.
