According to the Post, “certain words” in the CDC’s budget drafts were being sent back to the agency for correction. Stigma and difficulty accessing health care, as well as the social problems noted, all put them at increased risk for acquiring and transmitting HIV. Yet there have been steep cuts in public health funding. In 2012, only 3% of the government’s health budget was spent on public health and prevention. It is exposing hidden, fragile populations in need that are not getting the health care and preventive services they deserve.
