Lawmakers approved via voice vote House Bill (HB) 8959 or the “Motorcycles-for-Hire Act” to allow motorcycles to be used as an alternative mode of public transportation in urban and rural areas. The amended bill includes the definition of motorcycles-for-hire under Republic Act (RA) 4136 or the “Land Transportation and Traffic Code” as motor vehicles which may be registered with the Land Transportation Office. HB 8959 is a consolidation of HB 2530, 3941, 6909, 8819, and 8822, which seek to amend RA 4136 and give way to motorcycles-for-hire services such as Angkas. Under the measure, motorcycles must be registered and granted a certificate of public convenience or special permit by the Land Transportation and Franchising Regulatory Board.
