The fact David Collenette was minister more than 20 years ago only serves to underscore the Liberal’s cynical habit of making pre-election promises on this and many other files, followed by a consistent failure to deliver post-election. Prime Minister Justin Trudeau may want to continue to play the role of Lucy to the voters’ Charlie Brown, and pull the football away at the last second.
