As it churned in the Atlantic Ocean, Hermine scarcely made itself felt around the District. Attesting to the city’s place on the periphery, a drive west soon left gray skies behind. While on Interstate 66 in the Fauquier County, Va., area, Christine Elfmann spotted what appeared to be the last cloud fringes.
