Although it is usually found at the very center of things, Washington had to put up on Saturday with being out on the fringes. As it churned in the Atlantic Ocean, Hermine scarcely made itself felt around the District. Attesting to the city’s place on the periphery, a drive west soon left gray skies behind. While on Interstate 66 in the Fauquier County, Va., area, Christine Elfmann spotted what appeared to be the last cloud fringes. Washington residents also enjoyed a day that was notably cooler than in the recent past, and despite the clouds, drier, too.
