Due to their short lifespan, pavements in Hanoi often are repaired and upgraded every 3 to 4 years, upsetting local households. To deal with the problem, the Hanoi Department of Construction has instructed all infrastructure projects in the city to ensure water supply and electric cables are buried. The Hanoi Department of Construction said flagstones will be first used in 12 inner-city districts.
