Emotions among those impacted by the pandemic ran high, as Mr Hancock was heckled upon his entry into the centre on Thursday, 21 November. Jacqueline Carey KC, counsel to the inquiry, began by pressing Mr Hancock on his claims that the NHS was never “overwhelmed”. Mr Hancock said there was no formal definition, but that this was his best “approximation” of what of the NHS being overwhelmed would have looked like. Mr Hancock told the inquiry there was “no national shortage”, but admitted the country came “close” to running out of PPE. Mr Jacobs asked Mr Hancock if he thought this policy was justified and if he thought it would have been good to roll out further to healthcare.
