HALIFAX—A bylaw governing flyer delivery in Halifax has passed first reading despite concerns from councillors that the new rules won’t stop the scourge of littered bags of advertising lining suburban ditches. The bylaw seeks to stop flyer distributors and carriers from delivering flyers to homes where residents don’t want them. “Anything short of an opt-in only policy is going to bring about no change,” Councillor Matt Whitman said during Tuesday’s debate. An opt-in system would be unreasonable, but a bylaw regulating delivery is reasonable. The new bylaw will become law after passing second reading at a future council meeting, likely one of the next few.
