The decision came as Hong Kong recorded an overwhelming surge of untraceable infections in the past week, sparking concerns of a fourth wave outbreak. Under the quarantine-free travel arrangement, if the average daily number of untraceable Covid-19 cases over a seven-day period in either city goes above five, the arrangement will be suspended for two weeks. Over the past seven days, Hong Kong has had 27 untraceable cases, making a daily average of almost four.
