The High Court bench of Justice JBM Hassan and Justice Md Khairul Alam came up with the rule on Monday following a writ petition filed in this regard. The public interest litigation (PIL) petition was filed on July 5. Cabinet secretary, Law secretary, Health secretary, inspector general of Police, director general of Health Directorate and director general of Department of Narcotics Control were made respondents to the rule.
