THE LAND Transportation Office on Friday filed a complaint before the Quezon City prosecutor’s office against a security guard who was flagged down for reckless driving and for driving under the influence of alcohol. Charged for violation of Republic Act 10586 known as the Anti-Drunk and Drugged Driving Act of 2013, was Elmer Dela Cerna who was on board his motorcycle when accosted along Tomas Morato Avenue, Quezon City . LTO National Capital Region Director Clarence Guinto, said Dela Cerna failed the three sobriety tests which include: the horizontal eye test, walk and turn, and the one leg lift. Dela Cerna was brought to the Quezon City Police District Station 10 in Kamuning, where he was booked for inquest proceedings. Dela Cerna was charged with violation of Section 5 of Republic Act 10586.
