TIJUANA, Mexico - Julio Lopez and his family faced a decision when they reached the U.S. border to seek asylum: cross illegally or follow government instructions to stay in Mexico, even if it meant waiting for months. The government pulled an “immoral bait and switch” by instructing migrants to wait in Mexico for an opportunity to apply for asylum before restricting their eligibility, attorneys said in a court filing.
