Locsin issued the statement on Twitter when a netizen asked about the necessity to provide birth certificates for minors during passport renewals. “Yes, to prevent child sex trafficking which is rampant in the South. And DFA Consular informs me that there is a 50,000 backlog of passport applications still under investigation. Foreign service posts and consular offices may require additional documents to ascertain the Philippine citizenship of passport applicants or proof of filiation of minors.
