The dramatic resurgence of the Covid-19 virus across Ireland can surely not have come as a surprise. At that point there was a real opportunity to fully suppress the virus across the whole island and to take the necessary action to prevent its reintroduction. That would have enabled an almost complete lifting of social restrictions and enabled important parts of the economy to operate normally. For Ireland introducing effective public health measures for people arriving faces serious obstacles.
