After visiting scenes of devastation caused by flash flooding in Co Donegal last week, Moran said the cabinet would have to open fresh talks with the insurance industry about providing cover for people at high risk of flooding along the western seaboard and in the midlands. The British government negotiated with its insurance industry following widespread flooding in England and Scotland in 2015. Flood Re, a not-for-profit agency, was established through a £180m (€195m) annual levy on the British insurance industry to provide subsidised cover for properties on flood plains.
