A representative from the Ministry of Roads and Highways, Emmanuel Mammara, told the Committee that his outfit had struggled to obtain full details of certain payments. But the Finance Ministry has firmly rejected that narrative. According to the Ministry, all relevant institutions, including MDAs and the Bank of Ghana, were duly informed about payments and bond issuances used to clear arrears. The Ministry maintains that the claims of hidden payments are inaccurate, stressing that transparency was upheld in managing and settling the government’s arrears.
