The inter-state council is not a permanent constitutional body for coordination between the states and union governmentNew Delhi: Prime Minister Narendra Modi is scheduled to chair the 11th meeting of the inter-state council meeting Saturday. Under the home ministry is a body called the inter-state council secretariat which also organises the zonal council meetings on the same lines as the inter-state council meeting and is chaired by the union home minister. The inter-state council has met for ten times and in seven of those meetings, the council had discussed recommendations of the Sarkaria commission. The inter-state council was established under Article 263 of the Constitution of India through a Presidential Order dated 28 May 1990. Article 263 of the Constitution of India provides for the establishment of an Inter-State Council.
