A former Royal Bank of Scotland executive has been recruited by ministers to boost trade with the Middle East. Simon Penney will start work as the UK’s trade commissioner in the region this summer, having previously led the bank’s Middle East and Africa operation. The appointment was confirmed as Liam Fox, the trade secretary, toured the region.
