Environment Southland is looking to ramp up some if its fees and introduce new charges, with dairy farmers among those to be hardest hit. The proposed new fees and charges have a particular focus on Environment Southland's new resource management user fees and water management related science monitoring charges. Southland Federated Farmers president Allan Baird said the group supported a user pays approach to offsetting the costs of Environment Southland services. However, it was a concern that Environment Southland was a monopoly as no-one else in Southland was able to issue permits and consents.
