Otago Regional Council harbourmaster Steve Rushbrook said the five-hour exercise was required by the regional oil spill plan and Maritime New Zealand, and involved deploying large amounts of equipment and understanding how it works. "It was quite a big exercise. A lot of it was about learning what we've got and how it works. It was a good learning curve for everybody.''
