The statements strike at the central question in the public inquiry that began Thursday just steps away from where protesters with hundreds of transport trucks and other vehicles occupied the streets around Parliament Hill. “The OPP has significant experience in responding to protests, blockades and similar activities,” Diana told the inquiry. “None of the powers that were created under the federal Emergencies Act were necessary, nor were any of them used,” she said. “There was no reasonable and probable grounds to invoke Emergencies Act and … the government exceeded their jurisdiction both constitutionally and legislatively in doing so,” Brendan Miller said. “During these hearings, I will be hearing the bulk of this evidence for the first time, just like members of the public,” Rouleau said.
