Having dropped out of primary school, Mr Echesa’s education background put him at a great disadvantage. What also blighted Mr Echesa’s tenure were the myriad empty promises he gave with regard to the completion of stadiums. Mr Echesa said works would be completed by January. Unfortunately for Mr Echesa, the scandals followed him to the ministry. While many of Mr Echesa’s scandals were political, some were deeply embarrassing, such as the issuing of work permits to eight Pakistani girls.
