In a show of post-Brexit vote unity, the governments of 23 European Union countries agreed to a new defense pact Monday aimed at improving military cooperation within the union, but whether the new arrangement can avoid the pitfalls of past failed efforts remains uncertain. Britain has long opposed joint EU military initiatives, but its impending exit from the bloc has given the remaining countries a chance to push through a new pact that will enable them to pool military logistics and crisis response troops.
