Political analyst Herman Kraft said in a television interview Monday that the President should explain the agreement between the Philippines and China on the issue of fishing in the West Philippine Sea. “He said that he will gong to explain why his agreement with Pres Xi Jin Ping over Chinese fishermen in the West Philippine Sea is constitutional. I would like him to address that particular issue,” Kraft said in an interview hours before the president delivered his SONA Monday.
