Duterte’s order noted that there had been a “number of sporadic acts of violence” committed by “lawless groups” in the five areas. Killed in the ambushs were Senior Police Officer 1 (SPO1) Percival Rafael; PO 3 Carlito Navarroza and PO1 Ralph Jason Vida. “No civil or political rights are suspended during the existence of a national state of emergency on account of lawless violence,” the order read. Anakpawis Rep. Ariel Casilao echoed this statement, saying the administration blew the attacks in the five areas out of proportion.
