MANILA, Philippines — President Rodrigo Duterte has appointed retired army general Ricardo “Dick” Morales as board member of the Metropolitan Waterworks and Sewerage System (MWSS). Duterte signed the appointment paper of Morales on May 27 but a copy of which was released only to the media on Tuesday. ADVERTISEMENTMorales replaced MWSS Administrator and Board of Trustees Vice-Chairman Reynaldo Velasco. In a phone interview, Velasco said he would become the chair of the MWSS Board of Trustees, replacing Franklin Demonteverde. Once he assumes the position of vice chair of the MWSS Board of Trustees, Velasco said Morales would be MWSS administrator.
