Talk about double standard! This reminds me of former Public Works secretary Rogelio Singson, who generally pushed for competitive bidding in the DPWH. I was not able to follow up on what had happened next, but Singson never solved the corruption at the DPWH despite his sincerity to do so. The very purpose of this EO was to «minimize» corruption in government. ‒ Enumerating the laws and issuances that have been grossly violated, blatantly circumvented and unevenly implemented, resulting in double standard and leading to unabated corruption would be a litany that may fill up an entire issue of The Manila Times.
