WASHINGTON—President Donald Trump used executive authority on Monday to reinstate a policy that prevents federal funds from going to foreign nongovernmental organizations that perform abortions. The rule, known as the “Mexico City policy,” was first instituted by Ronald Reagan, and was named for the city in which he announced it in 1984. It has been reversed and reinstated in successive Democratic and Republican administrations.
