The Justice department also indicted Takahiro Usui for conspiracy in relation to the fraud charges. Okada claimed that the amounts were “transferred in a legal and contractual basis,” which did not convince the DoJ. “The resolution does not make mention at all of the amount of compensation to be paid to respondent Okada in accordance with complainant’s by-laws. Okada also supposedly gave a $7-million contract to supply light fixtures to his company, Aruze Philippines Manufacturing Inc., which was later found out to be barred from manufacturing lighting materials.
