THE Department of Energy (DoE) is crafting a general framework that governs the test and commissioning of power generation facilities. It shall commence on the date indicated in the certificate to conduct test and commissioning (CTCTC) issued by the regulatory agency, and only upon securing an electromechanical completion of its facility. The TNP shall witness the test and commissioning activities of grid-connected activities. In the case of embedded generators, the TNP and the concerned DU shall witness the handling of such activities. The TNP (for a grid-connected generation facility) or the DU (for an embedded generator) shall issue a certificate attesting successful test and commissioning of a generation facility within seven calendar days upon completion of the test and commissioning.
