An international gathering in Washington to mark the anniversary of the founding of the North Atlantic Treaty Organization ended on a note of discord Thursday because of a festering dispute between the U.S. and Turkey, two members of the post-World War II alliance. High-ranking officials from the two countries exchanged public threats and admonishments Wednesday, then met later that day to work out their differences. But they clashed again Thursday, disagreeing over what had transpired in the closed-door meeting the day before.
