New Jersey Gov. Phil Murphy criticized New York’s newly approved plan to charge a congestion fee on vehicles entering Manhattan’s business district, saying it could treat commuters from his state unfairly. The congestion fee, which is expected to vary based on traffic levels, will be set by a six-member panel to be established by the New York state-controlled Metropolitan Transportation Authority, which runs New York’s subways, buses and commuter rail. The panel won’t include representatives from New Jersey.
