As critical midterm elections approach, here is both a statement of the obvious and a profoundly important observation: Elections are decided not by those who answer polls, or those who complain loudly on social media, but by those who actually show up and vote. And that could be a cloud marring the otherwise sunny skies Democrats see over November’s election, which will determine both control of Congress and the arc of President Trump’s term.
