De Lima seeks review of youth-care facilities 0 SHARES Share it! Share TweetBy Mario CasayuranOpposition Senator Leila M. de Lima has sought an immediate review of the implementation of the youth-care facilities, also known as “Bahay Pag-asa,” to ensure that children-in-conflict-with-the-law (CICL) are properly treated and rehabilitated. In October 2013, Congress passed RA 10630 which strengthens the country’s juvenile justice system, thereby amending RA 9344, also known as the Juvenile Justice and Welfare Act of 2006. In addition, only P40 million has been reportedly spent out of the P400 million allocated in 2013 to build “Bahay Pag-asa” centers. She maintained that “Bahay Pag-asa” should serve as a juvenile intervention and support center and not as a breeding ground for outlaws.
