Dbeibah urges CBL to freeze 2026 project funding


Prime Minister Abdulhamid Dbeibah has formally requested the Governor of the Central Bank of Libya, Naji Issa, to suspend all project funding for the 2026 fiscal year without exception. In a letter addressing spending under Chapter Three of the state budget — designated for development projects — Dbeibah warned that parallel expenditure has exceeded 70 billion dinars, contributing to mounting public debt, inflation and a weakening of the Libyan dinar. He called for a halt to project financing until full compliance with the unified development programme agreed in November 2025 by representatives of the House of Representatives and the High Council of State. The prime minister said development remained “a right for all Libyans” across the east, west and south, but stressed that spending must adhere to financial ceilings and regulatory controls to safeguard economic stability.
