The narrative has taken hold that Boris Johnson is merely the flag-waving frontman, while Dominic Cummings is really the prime minister in charge. Well now I have learnt that Johnson has taken a stand, about where to sit. The PM has rejected an attempt by Cummings to force him out of his No 10 office into a Nasa-style mission control based in No 12 Downing Street. Already we have had ideas floated to move civil servants, Conservative HQ and the House of Lords to the north. By contrast the Downing Street overhaul would have seen the prime minister moved very slightly eastwards.
