Crown in Val-d'Or abuse scandal explains why only 2 of 37 files resulted in charges

Crown prosecutors investigating allegations of police abuse against Indigenous women and men in Val-d'Or and other areas of northern Quebec say they are proceeding with charges in only two of the 37 files they reviewed. Neither charge is connected to complaints of physical and sexual abuse brought against provincial police officers who had been posted in Val-d'Or. Four representatives of the Crown prosecutor's office were in Val-d'Or, 600 kilometres northwest of Montreal, to explain their decision to local residents and officials. The Crown spoke publicly for the first time about the accusations of abuse that rocked Quebec when they emerged a year ago. Crown prosecutor Sylvain Petitclerc said in order to bring charges, the evidence has to be substantial and beyond all reasonable doubt.
