Treasury CS Henry Rotich has been barred from releasing more than Sh25 billion CDF cash to the national government this financial year. The legislators are complaining that governors are using the NGOs who filed the suit to campaign for the retention of CDF cash. In the current budget, the government allocated Sh34.5 billion for National Government Constituency DevelopmentFund, the successor to the Constituency Development Fund. The Act limits spending of CDF cash to projects of the national government, not the counties. The new constituency development fund replaced the CDF kitty previously held by MPs.
