A troublesome leak has been long been fixed and now the large outstanding excess water bill it caused has been cleaned up. New pipes fixed the leak in 2016 but not the cost it incurred, which had been left hanging over the cash strapped reserve board. The solution to the problem was new pipes but the problem of the excess water charges remained.
