Council ‘open space’ motion could thwart plans for student housing

A developer who plans to build student accommodation has complained to the Planning Regulator after a move by county councillors that could thwart the development of a site in south Dublin. Councillors recently passed a motion that rezones part of the site from institutional to open space. Institutional zoned lands are primarily for “sustainable neighbourhood infrastructure” but residential use can be considered among other forms of development. Read MoreMs O’Connor told OPR that the council’s “executive doesn’t agree with the motion as the lands in question do not function as an area of public open space”. The councillor believed the only way to ensure the board respects the open space for 25pc of the site is to have it rezoned.
