New Delhi, Feb. 27: The Congress today said the Election Commission could not have two yardsticks for judging alleged violations of the model code in cases related to Prime Minister Narendra Modi and Rahul Gandhi. But when Modi violated the model code by holding a rally without permission, the FIR was registered against the Haridwar unit of the BJP, the Congress said. The memorandum argued that while Rahul's show was inadvertently delayed because of the crowds, Modi had wilfully violated the rules. The Congress also complained to the commission about the alleged use of unaccounted resources by its rival in the February 15 elections in the hill state. While the choppers and cars of the chief minister (Rawat) were searched, those used by central ministers were not checked."
